I see you!!!
1. Open new file (500 * 500) with white background

2. Set Filter->Render->Fibers (click randomize until you get something like on my picture)


3. Go to Filter->Distort->Polar Coordinates and press OK

4. Draw circle with Elliptical Marquee Tool around our circle

5. Press Ctrl+J to copy selection on new layer
6. Delete Background Layer
7. Resize circle

8. Add new layer, draw new, bigger, circle and fill it with color (my color is #E1D8CB)


9. Duplicate this layer and put copy on the top
10. Set Fill to 10%

11. Set Blending options like on picture below

12. Add new layer
13. Hold ctrl and press on Layer 2 copy to select circle range.

14. Take Gradient Tool (G) and select white-transparent mode

15. Draw line with gradient tool from top-left corner of circle to center..

16. You should have something like this.

17. Move Layer 3 on second third in Layers panel.

18. Select now Layer 1 and open Blending options and set all like this:


19. Now open new file (500*500)
20. Draw with Brush Tool (B) something like this (use brush 1, 2 and 3px):
