Software: Adobe Photoshop CS2

1. Open new file (1024 * 768)
2. Apply Filter->Texture->Grain and set parameter like on picture below:
3. Than go to Filter->Artistic->Neon Glow (your foreground color must be black before this step):
4. For the end, go to FIlter->Sharpen->Sharpen More
5. That's it, just add your text with effects
